RMI Education and Skills Strengthening Project


The Government of the Republic of Marshall Islands has received funding from the World Bank for the Education and Skills Strengthening Project (ESSP) expense. It intends to use part of the proceeds for speaking with services.



The consulting services ("the Services") will assist the Project Manager and the RMI National Training Council in carrying out the World Bank-funded task efficiently.



The task will focus on supporting the Project Implementation Unit (PIU) in creating a structure for Recognition of Prior Learning (RPL) for TVET, focused on assisting the College of the Marshall Islands and the RMI National Training Council evaluate and boost the skills of employees through certified college accreditation.



The detailed Terms of Reference (TOR) for the project are shown in the attached Terms of Reference (ToR).



The National Training Council now invites eligible individuals ("Consultants") to suggest their interest in offering the Services. Women and Youth Training for
Gender Equality, Climate Change, Disaster Risk Reduction and Water Safety Management has just recently taken place at the University of the South Pacific's campus in Majuro, the Republic of the Marshall Islands(RMI ). This important training was arranged by the United Nations Development Programme( UNDP )Pacific Office through the Addressing Climate Vulnerability in the Water Sector(ACWA) project. The week-long capacity-building training aimed to empower ladies and youth with the understanding and practices needed for climate-resilient water safety management in the

Republic of the Marshall Islands(RMI ). This training reinforces a dedication to improving RMI's water security and community resilience versus climate change effects, particularly ladies


and youth, ensuring that no one is left behind. The training invited individuals from all 24 atolls and included resource speakers from government firms, non-governmental companies, and worldwide development partners from the RMI Environmental Protection Authority, Climate Change Directorate, Office of the Chief Secretary, Ministry of Culture and Internal Affairs, National Disaster Management Office, Women United Together Marshall Islands, rmi national training council Human Trafficking Task Force, Waan Aelõñ in Majel, Jo-Jikum, and the International Organization for Migration. . The Marshall Islands: Skills Training and Vocational Education Project Evaluates the efficiency of the task and highlights lessons. of the Marshall Islands to prioritize technical and professional education training reforms. In 2000, ADB approved a loan for $9.1 million to improve abilities training to provide well-trained workers needed for sustained financial and social development. This was to be accomplished through an integrated nationwide skills training system. The project included four components: development of a career awareness program, abilities training enhancement, boosted skills training opportunities for ladies and youth, and institutional fortifying. The expected result was increased income-generating opportunities and work for students, particularly females and youth in the outer islands. In general, the project was ranked unsuccessful. Restricted progress was achieved in making the project responsive to the requirements of its recipients and private-sector companies. The long-standing weakness of bad numeracy and literacy proficiencies

amongst public elementary and secondary school graduates and dropouts entering college or going to voc-tech education could be partially credited to the poor quality of standard education. The job was supply-driven and might not develop a strong linkage with private sector requirements or align its activities with the requirements of the labour market. The status of the technical and professional education training system has remained essentially the same after task completion. The study advanced that ADB might encourage the Government of the Marshall Islands, through assessment and policy dialogue, to follow through on the government's

commitment to developing a committed labour info system to link technical and trade education training program offerings with industry need. Although the task established a labour market details system, in the lack of internal staff ability at the National Training Council, it was not completely functional.
